Kerala High Court on Monday ordered to constitute a permanent monitoring and enforcement committee in two weeks to end the road rage in Kochi city.

A division bench comprising Chief Justice Ashok Bhushan and Justice A.M. Shaffique issued the directive while closing the proceedings of a suo motu  case in connection with the frequent clashes among the crew of private buses on the roads and accidents.

Collector M.G. Rajamanickam would be the  chairman. Kochi City Deputy Police Commissioner, Dy Transport Commissioner, Regional Transport Officer, Chairman of the Town Planning Committee, ACP and other major police officers would be the other members.

Earlier, advocate  Kaleeswaram Raj, the amicus curie appointed by the court, and Ernakulam Range IG P. Padmakumar had made several suggestions, including   revision of the target of three-minute running time of one kilometre  set for private buses.

The committee could fix an appropriate maximum speed limit for KSRTC and private buses and ensure that the maximum speed limit was strictly adhered to. The committee should also ensure that the bus crew and owner were fined separately for violations. The licence of the driver and the conductor and the vehicle permits should be suspended for a particular period if the speed limit exceeded for a second time.

For further violation, the licence or permit should be cancelled and the crew shall be debarred from being employed in any other bus.
